Documented dangers of gas chambers and carbon monoxide
Four state agencies and local government in North Carolina have documented the risks Faulty gas chambers and supply bottles in public shelters since 2004. Leaks and failures have been recorded by the Ministry Labour North Carolina, North Carolina Department of Health and Social Services, North Carolina Department of Agriculture, and Fire Marshals local Stokes County and Reidsville. The findings of these bodies were obtained through public record requests.
Most of the gas chambers in our state never been officially inspected before 2004. Since that time, thousands of residents complaints to government officials and media brought controversy method of euthanasia to the forefront.
One of the most compelling documents is a ministry of Carolina North, Labour Inspectors for the Animal Control Sampson County in 2004 (1). The inspector worksheet bed
"The animal starts to struggle, because he can not breathe … They wait about 10 minutes until the animal ceases to sound, then turn a fan that is supposed to evacuate the CO chamber. "
gas readings showed overexposure to carbon monoxide employee, the officer believed "is progress when the chamber door is opened to remove the animal. "No respiratory protection was provided for employees.
Reidsville Fire John Harris has inspected a gas chamber at Rockingham County Animal Control in 2004, ownership of Reidsville Veterinary Hospital after attempts repeated to repair the gas leak (2). An inspection in August 2004, said:
"Harris check the room to conclude that door seals of the room were in poor condition and damaged in several places. Harris also observed when attempts to repair the joints have been made with what appeared to be caulking. Also note that the integrated security systems for monitoring concentrations of carbon monoxide Carbon has been disabled. drains the upper part of the room is not properly adjusted and sealed with what appears to tape. During operation of the control chamber of carbon monoxide euthanasia was used to test current levels adjacent to the room …. levels carbon monoxide exceeds 984 ppm in the area of the room …. After the purge cycle when removing animals from a reading of 460 ppm by staying in the room as officers removal of dead animals. "
Not only the gas chambers can leak and malfunction, but the gas cylinders supplied by suppliers of carbon monoxide have also been documented as a potential danger. North Carolina, Department of Labour Inspection revealed Faulty gas cylinders at the County Animal Control Columbus (3) and control animals in Davidson County in 2006 (4). Inspection notes Davidson County National Welders Supply is not formally test the cylinders for leaks. Inspection of the Columbus County said: "It has been determined the overexposure occurred whenever the cylinder valve of CO was initially opened, so that the test could be to have the cylinder and valves checked for leaks. "Animal Control supervisor Rossie Hayes responded to NCDOL, requesting" any suggestions on how to check the device to detect leaks. "He asked if employees must wear a certain type of respirator.
Stokes County Fire Marshal inspected the gas chamber rusty dump truck in Stokes County Animal Control in January 2007 (5). A letter Marshal to protect supervisor Sarah Shumate documented high levels of gasoline at the supply tank and the door of the room gas. Marshal Bradley Cheek warned:
"During the euthanasia process, the carbon monoxide levels in excess of 1000 ppm have been detected outside the loading door of room. We do not know what the readings were accurate, which is due to the screen with a maximum reading of 1000 ppm …. Carbon monoxide is an immediate danger to life and health to 1200 ppm.
Yet another stunning Inspection was conducted for the Montgomery County Animal Control by the North Carolina Department of Agriculture inspector Shelly Swaim in 2007 (6). Swaim writing
"I was told by Mr. Beane that the room is leaking and there were visible cracks and a inadequate seal around the door. There is also no mechanism to facilitate the evacuation of this unit. The detainees have been on the property and pay problems Chamber at 12:17. It seems that this room of CO, even with corrections employed at that time will pose a significant threat to security and the life of the operator. "
industrial hygienist Marilyn Parker of North Carolina Department of Health and Social Services has made gas monitor readings from two animal shelters, in 2006 Granville County Animal Control County (7) and Randolph Animal Control in 2007 (8). Both inspections revealed leakage at high carbon monoxide on the edges of the doors of the gas chamber. Rooms in the two facilities are modern, manufacturing business units. Regarding the inspection of Randolph County, Parker wrote: "Although the rooms were in use the monitor was placed in various locations around the door seal. The levels of CO were detected beyond 500 ppm in the door seal …. It was determined that the seals did not prevent carbon monoxide (CO) from leaking while the rooms were in operation. "Ms. Parker asked both letters it is called in follow-up inspections after corrections were made. In October 2008, Parker said it was not aware of any correspondence with county officials after inspections.
CO levels above 10% are explosive, as stated by the explosion gas chamber at Iredell County Animal Control Statesville in 2008. No record of inspection of the machine was available, but an invoice indicates that the aircraft had been purchased just months before Cutting Edge Manufacturing, after first was sold to Union County Animal Control in Monroe. In Statesville Record News Article (9), Cutting Edge owner Stephen Whitesell is quoted: "Whitesell says the fan somehow triggered the carbon monoxide before the gas could be vented from the room …. Whitesell said Fan is not evidence of explosion. "Instead, in 2007 AVMA Guidelines on Euthanasia include this warning about the rooms carbon monoxide, "All electrical equipment exposed to CO (eg, lights and fans) must be flameproof. (10) Union County Sheriff Eddie Cathey said the Journal Inquirer in August 2008 (11) "the room that was eventually sold was returned to Iredell Point three years ago because he had warped door. "These are the gas chambers and the most expensive hi-technology on the market. Accommodation gas mark would still be in use in Gaston, Cabarrus, and Union of animal control facilities in the county.
Hazards human
Carbon monoxide seeping gas chambers can put workers at risk of housing health problems, some of which may be delayed for weeks after exposure.
* The AVMA Guidelines on Euthanasia 2007 warns the man operation Room CO: "In humans, exposure to 0.32% CO and 0.45% CO for one hour will induce unconsciousness and death, respectively. Carbon monoxide is extremely dangerous for the staff because it is very toxic and difficult to detect. Chronic exposure to low concentrations Carbon monoxide can be a health hazard, particularly in relation to cardiovascular diseases and teratogenicity. (10)
* The National Institute of Environmental Safety and Health has published a map International Chemical Safety for carbon monoxide, which states,
"The gas mixes well with air, explosive mixtures are easily formed. The gas penetrates easily through walls and ceilings … fatal if inhaled. affect the fertility of May or the unborn child if inhaled. Causes damage to blood when inhaled. Causes damage to blood and central nervous system of prolonged exposure or repeated, if the risk of inhaling … Inhalation: A concentration dangerous gas into the air is reached very quickly on loss containment. Effects of short-term exposure The substance may have effects on the blood, resulting in carboxyhaemoglobinemia and cardiac disorders. Exposure to high concentrations can cause death. Effects of exposure long-term or repeated: The substance may have effects on the cardiovascular system and central nervous system. May cause toxicity Human reproduction or development. (12)
* The U.S. Environmental Protection Agency said: "Perhaps the most insidious effect CP of intoxication is the development of neuropsychiatric impairment late in 2-28 days after poisoning and resolution consequences neuro slow. (15)
* An article in the Journal of the American Medical Association in 2006, "Researchers find link between intoxication severe carbon monoxide and years later, death from heart disease. "(14)
* A sheet of material safety data National Welders Supply, a leading supplier of carbon monoxide in the bottle at animal shelters, said that carbon monoxide is "harmful if inhaled. Causes damage to the following organs: blood, lungs, cardiovascular system, central nervous system. Steam can cause fire Instant … Extremely flammable. The gas can accumulate in confined areas, travel distance to an ignition source and cause return cause a fire or explosion. "(18)
* A study conducted by Ramona Hopkins and Fu Lye M. Woon, "It is estimated that up 50% of individuals with carbon monoxide poisoning will develop neurologic, neuro-behavioral, or cognitive sequelae. "(17)
* A study of patients poisoned by carbon monoxide, the LDS Hospital in Salt Lake City, Utah in 1999 concluded, "Eighty-three percent patients presented a variety of cognitive disorders, including impaired attention, memory, executive function, and mental speed treatment. Eighty-five percent of patients have emotional changes such as depression and anxiety. "(18)
* Yona Amati studied the effects of CO exposure at low levels on higher cognitive functions. The study concluded, "The lower scores on neuropsychological tests indicate dysfunctions in memory, new learning ability, attention and concentration, tracking skills, abilities visuo-motor, abstract thinking, and planing and the visuospatial sketchpad. These dysfunctions correspond with previous reports of carbon monoxide neurotoxic effects patients with carbon monoxide poisoning moderate. low-level exposure to carbon monoxide results in case of insufficient higher cognitive functions. "(19)
* A study in 1925 by William C. Stadie and Kirby Martin of Yale University School of Medicine said, "From time to time the blood is free of carbon monoxide and coma ends, but the patient subsequently sinks into a coma and dies again, probably due lesions of the central nervous system. "(20)
* A 2006 study by Christopher Henry and Daniel Satran, MD states, "injury infarction is a frequent consequence of CO poisoning moderate to severe. "(21)
* The Ministry of Health and Social Services, the Center for Disease Control and Prevention, said: "The red blood cells pick up CO quicker than they seek oxygen. There are a lot of CO in the air, the body may replace oxygen in the blood with oxygen Co. This blocks from entering the body, which can damage tissues and cause death. "(22)
* Science Daily reported in 2004, "Brain damage occurs – days to weeks later – in half of patients with a serious case of CO poisoning. (23)
* A 1983 article in Archives of Neurology Report Delayed neurological effects of CO: "The most common symptoms were mental deterioration, urinary or fecal incontinence, disturbances walking, and silence. (24)
* Dr. David G. Penney, author of several books on the subject of carbon monoxide, lists of nervous system damage caused by exposure to CO: causes seizure disorders, multiple sclerosis-type slurred speech, forms of aphasia, the effects on learning, decrements in intellectual abilities, Judgement, concentration, memory, executive functions, multi-tasking, emotional effects, short of long-term memory and the limbic system, ataxia and slurred speech. (25)
The inefficiency of the gas chambers
Several incidents have been reported by the media in North Carolina, showing that the gas chambers are not always effective. Leaking carbon monoxide can keep machines to achieve or maintain a level of lethality of 6% -10% for the animals inside the chamber. The result can be a death slower, or pure unconsciousness and assumed dead before the animal is placed in a freezer, dump, garbage dumps or incinerators. Some animals do not die first, either because of inadequate levels of gas, animal age, or health problems.
Kerry Prichard of the Charlotte Observer reported a chamber gas leakage control animals Cabarrus County in March 1998. "The gas chamber used to euthanize animals was clearly visible to visitors and, according to some critics, it does not always work well. Critics say the animals killed too slowly or not at all, because of leaks or overpopulation …. The gas chamber has been restored and moved to the new shelter. "The same room is still in use, complete with patching compound. (26)
From September 2003 Article Charlotte Observer reporter Hannah Mitchell revealed problems with a gas chamber used to Alexander County Animal Control. League volunteers heard a dog barking in a freezer after having passed through the gas chamber at the shelter and was presumed dead. County gas chamber used to euthanize animals is sealed with tape. Campbell worried that the sealing property, extended the time it takes for animals to die. "(27)
The Charlotte Observer "Death to the pound" series in June 2003 reported the same problem in other county shelters: "In Union, as much as 10 dogs are gassed together in a steel 4-in-4-foot. It replaced a cinder block room that has fled to the origin of animals to survive the gassing. "In the same article, Stanly County Animal Control Officer Randy Palmer described a situation with a gas chamber latest produced commercially: "Once you bring them out, some of them are not all down. Sometimes we have to put in" (28)
Heather Howard of the Charlotte Observer Catawba County officials interviewed in 2004. County Manager Tom Lundy said that the gas chambers existed at the shelter animals is inefficient and outdated. " Director of Emergency Services David Weldon said a new model would ensure that animals are euthanized in the device. (29) Instead, the county has brought change to euthanasia by injection in 2008.
Doug Clark of the Independent Sampson wrote a fascinating story of a litter of puppies who survived the gas chamber at the local shelter in 2004 and were then adopted, only to die the next day. Trying to dispel rumors of parvo in the facility, the former employee Dianna Williford admitted: "We had attempted to euthanize the puppies a half hour earlier and it did not work. "(30) The only method of euthanasia used by the housing at that time was a carbon monoxide chamber.
The most famous surviving canine gas chamber in North Carolina Davie, a dog was found alive in a trash can after being dumped and presumed dead by Animal Control Davie County Mocksville in 2005. Local residents Susan and Jeff Armsworthy were throwing trash at the landfill when they heard a whistle, which was proved to be a puppy crying in a plastic bag in the dumpster. The couple jumped in and rescued the puppy intrepid among heaps of dead animals. Author Mike Gunning wrote: "Apparently, one of the puppies, then stunned by the gas, do not inhale enough to be fatal. It seems to have become aware in any the bucket. "(31)
While many shelters have made the transition to euthanasia in recent years, at least 22 county facilities control animals in North Carolina continue to kill animals not claimed within the gas chambers in December 2009.
